Mourad Boudjellal has revealed that they hope to have the estimated £750,000-a-year deal with the versatile back completed within the next fortnight.
Halfpenny has been offered dual-contract by Wales the the Cardiff Blues, but have been unable to agree on the length of the deal.
A decision to stay in France would be Halfpenny would only be available to Wales as one of four wildcards, along with the likes of Jamie Roberts, Liam Williams, Toby Faletau and George North.
WalesOnline are reporting that Toulon want Halfpenny to sign a two-year deal but are willing to compromise on one.
Negotiations are understood to be progressing well with Boudjellal saying:
“We are discussing. Nothing is signed. It’s going well but the most important thing is that the signature is being done.”
The right decision?
