Rob Howley has made 10 changes to the Wales side that beat Argentina last week.
Keelan Giles is set to make his international debut and Cory Hill makes his first start in the second row.
18-year-old Ospreys flier, Giles has been in fantasitc form this season after being a leading light in Wales lifting the 2016 U20s Six Nations Championship Grand Slam.
Howley makes 10 changes from the side that pulled off a narrow 24-20 victory over Argentina last Saturday with the notable switch seeing full-back Halfpenny and wing Liam Williams swap places, while Lions star Jamie Roberts, axed last weekend against the Pumas, returns to partner Jonathan Davies in midfield.
